Lumina Clippers vs Propaganda: 10M Views or You Don't Pay?

Propaganda's ad page promises ten million views in ninety days, or you don't pay. Here is what that covers, what it leaves out, and what we promise instead. We run Lumina Clippers, so on 6 November 2026 we read Propaganda's two sites, its site code, ClipHouse's site, the Outmark add-on page and its LinkedIn page, and every claim below names its page. Rhys McKay, our Founder & CEO, reviewed this page.

Who is who. Propaganda is a clipping agency that pays a network of creators to cut a brand's long videos into short clips and post them across TikTok, Instagram and YouTube Shorts, per its LinkedIn page. It lives at propgda.com, run by Propaganda Media FZ-LLC; its LinkedIn page lists Dubai and a 2024 founding year. ClipHouse (cliphouse.co, ClipHouse Media, LLC) shows six of the same case cards, and the marketing platform Outmark sells Propaganda as an add-on. Not this Propaganda: propaganda.co.uk or propaganda-media.com. Lumina Clippers is a managed clipping agency for short-form video: our team cuts every clip and vetted clippers post it.

How we checked: for this Propaganda review, we read its two sites and their site code, ClipHouse's site, the Outmark add-on page and its LinkedIn page. We also read YouTube's rules and tried 18 common legal addresses. Every claim names its page. We run Lumina Clippers, so weigh this page with that in mind.

Propaganda review: a 10M view floor against verified views

If a written view floor matters most and your campaign is in English, Propaganda is built for that; if you want to pay only on verified views, with no fixed floor, that is how we work. A view floor is the number of views a seller promises; Propaganda's is ten million in ninety days.

How do Propaganda and Lumina Clippers compare?

They differ on the promise, the price and the paperwork, and agree on checking clips before they post. Each Propaganda cell below quotes its own pages.

Where the money and the promise sit, by each side's own pages

Four things a buyer asks about. Green means that side's own pages say it.

Both check clips before they post. The difference is a number promised up front against a bill on views that pass checks.

Who cuts and checks Propaganda's clips? Both review first

Both agencies check clips before they post; who cuts them is less clear at Propaganda. Propaganda's ad page says: "You set the brand guidelines. Our team checks the clips against them before they go out, then reviews the published submissions." Like us, they check clips before they post.

The ad page's walkthrough says "We edit the clips." The main site says "Creators turn your content into 1K+ short-form posts". LinkedIn says "A network of 100K+ vetted creators cuts your content into thousands of posts", and the main site says it is "Powered By Content Rewards". Three pages, two answers, so ask who will cut yours and how they are paid.

We answer it one way: our team cuts, vetted clippers post. Our homepage says: "Each clip is checked against your brief before it goes live, and creators disclose paid partnerships." See how our team cuts and checks every clip.

Who checks the views: a payout review or a bill?

Propaganda checks views before paying clippers; we check them before billing you. Its pages describe a quality review before payouts, and none says how the views toward your ten million are counted. Its main site's FAQ says "every single post is manually reviewed by our internal quality team to eliminate bots and fake traffic", and its ad page says "We review submissions, view patterns and account analytics before approving payouts."

Our rule is public: "Only views that pass our anti-bot checks count." You are billed only on verified views that pass anti-bot checks.

02

Or you don't pay: where Propaganda's 10M promise is written

The promise sits on one public page: Propaganda's ad page at go.propgda.com. Its main site's pages do not repeat it, and ClipHouse's legal page says results are not guaranteed.

One ad page says 10 million. The main site does not

Only the ad page puts the number in writing. Its hero reads: "10,000,000 views in 90 days. Or you don't pay." Its FAQ adds: "Ten million views in ninety days, or you don't pay. Before you start, we agree the campaign's footage, guidelines and timeline with you and walk through the guarantee in the agreement."

Now open the main site, propgda.com. The ten million promise is not on its pages. It has big goals, like "Your Three Steps to 1B+ Views", but no floor and no "don't pay". Its guarantee line is softer: "Join hundreds of brands getting guaranteed authentic engagement and measurable results". Guaranteed engagement is not a guaranteed number.

The ad page is built for ad traffic: its privacy page says it keeps "campaign tags, such as the ad that brought you here".

What Propaganda's own site code says a miss pays

One page built into propgda.com's site code names the remedy: a refund of the money not yet paid to clippers. The page sits at propgda.com/ty, a booking follow-up page, and that address returns no page when you open it, so it may never have gone live. Its text reads: "For a $10,000 campaign, we guarantee 10 million views within 90 days under the agreed campaign terms. If you meet the agreed responsibilities and we miss the target, we refund funds not yet paid to clippers. Funds already paid out are not refundable."

If that is the rule in your agreement, "don't pay" means part of your money back, and how much depends on how much had already gone to clippers by day 90. The same page says "Your budget sits in a campaign pool" and "Our margin is included, typically around 30% depending on the campaign." Ask whether the margin comes back too: if it is kept, less of the unspent money returns.

ClipHouse's legal page says results are not guaranteed

ClipHouse shows six of Propaganda's case cards, and its legal page says "Campaign results are specific and not guaranteed." The names and totals on the cards match. Same cards, two answers on guarantees, and neither site says how the two companies are related, so ask which company you would sign with.

Is 10 million in 90 days also YouTube's number?

Yes, the number matches, and that is all the two share. YouTube Help lists one route into the Partner Program: "Get 1,000 subscribers with 10 million qualified Shorts views in the last 90 days." See YouTube's eligibility rules.

YouTube's bar counts one channel's own Shorts views. A campaign floor counts views across many accounts and platforms, so hitting it will not make your channel eligible. Treat them as two numbers that happen to look alike.

03

Paid before launch: six things the guarantee leaves out

The guarantee leaves out what happens to your money, which views count and who signs. Every one of those answers is in the agreement, and you see that after the call.

No public terms at 18 common legal addresses

None of the 18 common legal addresses we tried on Propaganda's and ClipHouse's sites had a page. We tried the addresses where terms usually live, /terms, /terms-of-service, /refund, /refund-policy, /guarantee and /pricing, on propgda.com, go.propgda.com and cliphouse.co. ClipHouse does have a short legal page at /legal, with the one line on results quoted above.

Missing terms do not make an agency fake. Propaganda is a real, operating company with named case cards and a CNN segment; how to tell a real clipping agency from a clipping farm walks through the other checks.

You pay first, so "don't pay" has to become a refund clause

The order matters: the ad page says "We launch your campaign within 72 hours of signing the agreement and receiving payment." You pay first, so "don't pay" can only work as a refund, in writing.

The count matters too. A review before payouts is how Propaganda pays clippers; it does not say which views count toward your ten million.

What you need to knowWhat Propaganda's pages sayAsk for, in the agreement
1. What "don't pay" means once you have paidPayment comes before launch; its site code names a refund of funds not yet paid to clippersFull refund, refund in proportion, refund of unspent funds, more time or credit, paid within how many days
2. Which views countThey review submissions before approving payoutsWhich platforms, read on which day, after which review, and whether removed clips still count
3. When the 90 days startLaunch within 72 hours of signing and paymentDay 1 as a date
4. Whether the floor grows with budgetOne number, ten million, from USD 10,000The floor for your budget, in writing
5. What a refund coversA management fee plus a distribution budget; filming agreed separatelyWhether the fee, the margin and filming come back too
6. Who signsPropaganda Media FZ-LLC on its footersThe legal entity, governing law and where disputes are heard
04

Propaganda pricing: a 10M floor at USD 1.00 per 1,000 views

At the ad page's entry price, the floor works out at USD 1.00 per 1,000 views, and the case cards ClipHouse prints with spend claim far cheaper results. CPM means cost per 1,000 views.

USD 10,000 to start, USD 36,000 for the 90-day system

Propaganda's ad page says campaigns start at USD 10,000, and its main site prices its 90-day system at USD 36,000. The ad page adds: "If filming or production is needed, we agree its scope and cost separately." The main site says "Our 90-day system is" USD 36,000.

So ten million views works out at USD 1.00 per 1,000 at the entry price, and at USD 3.60 if the 90-day system delivered the same ten million; the main site does not tie that system to a view number. The pricing FAQ on propgda.com and cliphouse.co explains the parts: "Every campaign includes a management fee covering oversight, quality control, and reporting." Then: "You'll also set a distribution budget that goes directly to creators for making and posting content." Ask whether the floor rises with your budget; in public, it stays at ten million.

Propaganda's case cards against its USD 1.00 floor price

Four of the five cards below cost USD 0.46 per 1,000 views or less, and all five beat the USD 3.60 the 90-day price works out at for ten million views. Propaganda's own site shows these campaigns with views and clips posted, not spend; ClipHouse's page prints spend and an "Eff. CPM" for the same campaigns.

USD per 1,000 views. The card rates are ClipHouse's printed "Eff. CPM" for five campaigns; the two floor rows are our arithmetic, the price divided by ten million views, times 1,000. The cards do not say whether spend includes the management fee.

A sixth card ran at 1.12. It names a brand that has also worked with us, so it is left out here.

Read the table the other way round: at four of the five printed rates, USD 10,000 buys more than ten million views. The promise is real, but it asks less than the cards ClipHouse prints claim to deliver, so price it on that basis.

Two 55M comparisons, two prices, and three creator counts

Propaganda's figures change from page to page, and two 55M comparisons carry two prices. Its main site compares a Super Bowl ad, USD 7,000,000 for 28M views, with a "PAST PROPAGANDA CAMPAIGN": 55M views for USD 36,000, "around 194× lower price". ClipHouse runs the same comparison with the same 55M views at USD 5,300, and its line is "1,300× less". Both sites show The Wizard Liz card at 55M views, and ClipHouse prints its spend as USD 5,300; if that is the same campaign, one result carries two prices almost seven times apart. Ask which price applies to the campaign you are buying.

Other figures move too. Pacinos shows 109.4M views on propgda.com and ClipHouse, and 88.4M on the ad page; DaddyWellness shows 81M against 71.2M; Druski shows 121M against "120M+".

The creator count moves as well. The hero on propgda.com says "300K+" creators, while its ticker says "100K+ Creators"; LinkedIn says "100K+ vetted creators", ClipHouse says "Access to 100K+ creators" and the Outmark add-on page says "500K+ Creators". No page dates its figure, so ask which one is current and how many posted last month.

05

Refund, more time or credit: what a 10M shortfall pays

A guarantee is worth what its remedy pays, and only one remedy is named anywhere in Propaganda's pages: a refund of funds not yet paid to clippers, in its site code. The pages that open do not say which remedy applies.

Five ways "or you don't pay" can settle

"Or you don't pay" can settle five ways: a full refund, a refund in proportion to the missing views, a refund of the money not yet paid to clippers, more posting time, or credit for a later campaign. Set your own numbers below and the ledger prices all five side by side.

Price the shortfall before you signyour own arithmetic

Set what you paid, the views promised, the views counted at day 90 and how much had already gone to clippers. Each row is one way the promise could settle.

Credit toward a later campaignnothing back in cash; the credit's value is set by the agreementUSD 0USD 1.43until more views or the credit arrive

3M views short. The same shortfall pays back anywhere from USD 0 to USD 10,000, so the remedy clause decides what the promise is worth.

Named in Propaganda's own site code at propgda.com/ty, read 6 November 2026: "we refund funds not yet paid to clippers. Funds already paid out are not refundable." That address returns no page when opened, so ask whether this is the rule in your agreement, and whether the margin of around 30% the same page mentions comes back.

Every figure is our own arithmetic on your inputs, not a quote from Propaganda or a forecast of any campaign.

Price the shortfall on one example

On USD 10,000 paid, ten million promised and seven million counted at day 90, the same miss pays back anything from nothing to USD 10,000. The unspent-funds row assumes half the money had already gone to clippers, as a sample.

7MCredit for a later campaignUSD 0 in cashUSD 1.43, credit held
10M, if the USD 36,000 system delivered the same floorNone neededUSD 0USD 3.60

If the margin of around 30% were kept out of the unspent half, about USD 2,000 would come back instead of USD 5,000. Ask which remedy applies, how fast a refund is paid, and whether the management fee and filming are included. For how a guaranteed target compares with a check on every clip, read our Spade Clipping comparison of guaranteed views.

Propaganda alternative: a written floor or verified views

Pick Propaganda if a written floor matters most and your campaign is in English; pick us to pay only on verified views, outside English or without a multi-month lock-in. Both are real agencies that check clips before they post.

Where Propaganda leads: a floor, a fast start, pages you keep

Propaganda puts a view floor in writing, on its ad page, so a buyer has a number to hold it to. Its case cards name the brand, the views and the clips posted. It launches "within 72 hours of signing the agreement and receiving payment." Its ad page says: "You keep the campaign pages we build in your name." Its LinkedIn page goes further: "you own every clip produced, in perpetuity, including for paid use", and "clips that break the brief do not get paid".

It is plain about limits: "We currently run English-language campaigns only." Its sample dashboard is labeled "Dashboard mockup · Illustrative figures and sample clips." Its clients speak too: DaddyWellness reports "40,000 NEW SUBSCRIBERS", and Pacinos reports "an initial lift in retail sales with clips directing people to CVS".

When does Propaganda fit, and when do we?

Propaganda's own FAQ sets its fit line: "We work best with businesses already generating $3M+/year in revenue, established companies, or public figures." If you match that, want a written floor and run in English, it is built for you.

Pick us if you want to pay only on verified views, need a campaign outside English, or want no multi-month lock-in. As the Lumina Clippers homepage puts it, our team cuts your file, and "62,900+ vetted clippers post them from their own accounts". For more agencies side by side, see our list of the best clipping agencies.

Lumina Clippers vs Propaganda: straight answers

Is Propaganda clipping agency legit?

Yes, the Propaganda clipping agency is real and operating, run by Propaganda Media FZ-LLC, a UAE free-zone company whose LinkedIn page lists Dubai. It publishes named case cards and a CNN segment. We found no public terms page for Propaganda, so ask for the agreement before paying.

How much does Propaganda cost?

Propaganda's ad page says campaigns start at USD 10,000, with filming priced separately. Its main site prices its 90-day system at USD 36,000. Every campaign includes a management fee and a distribution budget for creators. Lumina Clippers quotes custom pricing from USD 5,000 per campaign, with no multi-month lock-in.

Does Propaganda guarantee views?

Its ad page says "10,000,000 views in 90 days. Or you don't pay." Payment comes before launch and the terms sit in the agreement. A page in its site code, not live when we checked, says a miss refunds only funds not yet paid to clippers. Lumina Clippers promises no view number and bills only on verified views.

Is ClipHouse the same company as Propaganda?

Neither site says. ClipHouse's footer names ClipHouse Media, LLC, and Propaganda's names Propaganda Media FZ-LLC. The two sites show six of the same case cards, and ClipHouse's legal page says campaign results are not guaranteed. Ask which company signs your agreement.

Which views count toward the ten million?

Propaganda's public pages do not say. It reviews submissions, view patterns and account analytics before paying clippers, but that is a payout rule, not a count of your views. Ask which platforms count, on which day the views are read, and whether views on removed clips still count.

Who owns the clips after a Propaganda campaign?

Propaganda's ad page says you keep the campaign pages built in your name. Its LinkedIn page says you own every clip produced, in perpetuity, including for paid use. Neither is in a public contract, so ask for both in the agreement before you pay.

Does Propaganda run campaigns outside English?

Not at the moment. Propaganda's ad page says "We currently run English-language campaigns only." Lumina Clippers has pages in Spanish, French, German and Arabic, so a campaign outside English is one of the clearest reasons buyers compare the two agencies before they sign.

What is a good Propaganda alternative?

If you want to pay only on verified views, need a campaign outside English, or want no multi-month lock-in, Lumina Clippers is the alternative. If a written view floor matters most and your campaign is in English, Propaganda fits better.

Get every promise in writing. Send us one video.

A view promise is only as strong as its clause, so get it in writing before money moves. Custom pricing from USD 5,000, quoted per campaign, with no multi-month lock-in. Billed only on verified views.
